He conducts technical investigations into casualty events, including review of navigational records, voyage data and operational documentation. This work supports causation analysis, damage assessment and mitigation planning and contributes to claims strategy and dispute support. He also assists with post-casualty coordination, including witness handling, operational decision-making, repair planning and continuity measures.
He further supports advisory work relating to salvage and towage response, limitation considerations, unsafe port issues, wreck removal, general average and related admiralty matters arising from vessel operations in Bangladesh.
Captain Zillur Rahman Bhuiyan is a Master Mariner with command experience and more than four decades of maritime operational and consultancy practice. He has held senior marine surveying and consultancy roles in Dubai, Singapore and Bangladesh, handling P&I, hull and cargo casualty investigations and loss prevention assignments.
He is a Chartered Master Mariner and a Fellow of the Nautical Institute and the International Institute of Marine Surveying. He is also a certified marine surveyor and lead auditor for ISM, ISPS and maritime labour compliance frameworks.
